AT&T Cell Data ECCIE throttled
I access eccie through an AT&T cell phone over their cell network. Periodically they throttle eccie.net. It usually stops after a while and becomes regular speed like all the other sites I use but I don’t know what makes that happen. The beginning of 2020 has been the worst throttle yet. Apparently AT&T has decided they want to dictate a New Years resolution to me by intense throttle of this website since the new year which is an effective block unless I use a Tor browser.
Anyway, I guess I can’t complain without outing myself to some random AT&T tech but maybe the webmaster here can complain to get whitelisted again. Thanks.

Any wireless "throttle" usually happens in a local geographic area simply due to whichever wireless carriers capacity in that particular area, sometimes even just a single tower. Even though the wireless techs are aware, adding capacity is actually a huge cost, and unless its more than rush hour type times a couple times a day, not gonna happen as they have other priority locations to deal with.
As for specific sites getting throttled, all carriers give priority to numerous specific users/signal originators. Of course Public safety is classic #1 priority. It's not just eccie, any non-priority connection gets slowed. Most folks simply don't notice.

Thank you for the feedback. I still suspect eccie is blacklisted because I am able to access it at high speed through a tor browser. It is only extremely slow on my native browser.

I have a little knowledge of the wireless industry and agree with Unique Carpenter. Chances are you hit a peak time and was working on a tower that does not have enough capacity.

Actually, I agree with the OP. I use AT&T cellular for access and it has been ridiculously slow for about a week. At the same time, all other websites were accessed quickly. Only ECCIE was slowed down.
It's not paranoia when it's true.

Update.
Tonight it's taking an average of 15 minutes to load each page on ECCIE.
At the same time, P411 and Secret Benefits are loading quickly.

You can bypass the throttle by using a tor / onion browser. Throttle still in effect. All other sites super fast just eccie is slowed through regular access.

Some carriers have a maximum data allowance, and will throttle speed when you exceed your allowance, unless you log in and pay more.
So glad your up and running at normal speed.
