I know Mexican Americans and Cuban Americans who have no problem visiting or getting dental care in Ojinaga and Juarez. I'm not sure how this translates to Ciudad Acuna though. Although it's in the adjoining state, the Zetas historically have been active in Ciudad Acuna, and they're a bigger danger to public safety than the narcos in Chihuahua. The few gringos I know who have places at Lake Amistad still won't venture into Acuna. But admittedly they're a bunch of pussies.
If your Dad is a gringo or doesn't know Spanish, I'd advise him to check with locals or not go.
Anyway, you're rich. Buy him a new set of choppers from an American dentist.
