No. The Democrats and Chucky Schumer set the precedent when they denied Bush his right as President to nominate a new justice and then it allowed Obama to do so. That the Republicans paid them back is fair and square.

actually,, no. Its a biden rule. it pertains only to presidential elections.

Harry Ried's rule had more to do with how judges are nominated as per the change in vote count.
