"Friend" in need of help

I know what your thinking, after reading the title, this thread does not belong here however this is related to a question with regards to registering to the website.

I have a friend, who ultimately would like to become a provider on here, who is having trouble trying to get herself registered on this website. I don't know the exact proper way of doing this, though maybe this provider has previous history with this website or history on a different affiliated website, which maybe prompted this provider banned from this website. I obviously don't know the whole story there.

My friend, or really my "friend", has tried creating a new email account, her own (unique & acceptable) screenname, and every time she tries to register she receives a prompt that she cannot register due to having multiple accounts.

I don't really understand how that could come about, however I wanted to see if the staff could help.
