The information fed to him "on the ground" was what he had to go by. Most likely no options were that great to begin with, so had to go with the least worst options.

Most likely keeping Bagram open would make 2 targets to hold and defend. If it was already overran by taliban we would have had to take it back by force. This would go agains the agreement.

Pulling out forces was part of the agreement, and it meant less forces to exit at the end.

As far as weapons, I guess they are just going to shoot themselves. It would be risky and cost billions to retrieve it all.
