Sherry let me give you the definitive answer behind this repetitious question you find yourself often asking.

The rules do not change and if they do we will make an announcement. The fact that a member does something against the forum guidelines does not meant he staff has decided to change the rules, it simply means some have chosen to disregard it or they simply haven't taken the time to educate themselves about it.
