My "guess" is that the delay in publishing the "official" report version has been so have the following arrest and search warrants in place and the teams ready for execution of the warrants upon the offending swamp rats. It's good for "officer safety" and to prevent fleeing to a corrupt foreign country ... like the Ukraine.
