How the hell would Reagan have been able to "slash local taxes?" Presidents obviously can't do such things.
And why the mention of 1994? I assume you intended to refer to the tax cuts enacted during George W. Bush's first term, which didn't start until seven years later. Even if we rescinded
all those tax cuts (not just the ones for high incomes, which represent only a small portion of the total), it wouldn't cover more than about 30% of the deficit.
And with regards to the idea of slashing local taxes, good luck with taking on the politicians who support public sector unions.
