A lot of Latin country use that word for color black all the time. I hear that word on a rap songs more than I do in regular everyday language. So no is the answer.

The word you hear in Rap/Hip Hop music is not, "negro"...

Indeed it's ALL about context!!! Can't argue with that simple logic.

Side note: I have black and white friends and I refer to them all as my boys. The rapper EMINEM has many black friends and as far as I know he still refuses to use the N-word in a rap culture that openly promotes it, context or not.

My opinion as a moderator is this. There is not a problem with the word Negro. I do not believe it depends on who is saying it or who it is being said to. The context is important. A member stated that since the phone was stolen, it must have been a Negro who did it. So, in my opinion, that is a stereotypical generalization of a racial group. There is nothing wrong with the use of the word Negro. There is something wrong with calling out an entire racial group.

Sure, it was meant as a joke. Haha. Is there one member of that racial group who was offended by the statement? They never will speak up on the board, but there was. And if there was, then the poster made a racial stereotypical slur. It does not matter if the statement was made by a member of that racial group.

During a series of PM's about this today with a member, I was asked if I had any African American blood. And I told him that I do not. And I believe that allows me to be better suited to seeing a problem with it. If even I see a problem, there very well may be one.
