I have been to Detroit a few times, never again. It was full of zombie people, hagglers, and everyone that walked in the door had a country song to tell you. It was so depressing being there.
Cleveland is starting to get that way, I used to go monthly now I haven't been back in a long time.

I was going to ask the same question. I would think Buffalo would be at the top of that list.

We can look at some of the criteria used:

unemployment rate
commuting time
violent crime rate
changes in home prices
foreclosure rate
property tax
net migration

Buffalo fares poorly in some of the criteria but does OK in others.

According to the Forbes article, the cities refer to the metropolitan areas as defined by the Office of Management and Budget. The minimum population to be eligible was 259,000. It appears that "Buffalo" includes all of Erie County and Niagara County
