A member appears to have gotten banned for an image policy violation yesterday. I was reviewing the image rules trying to make sure I don't post any non-compliant images, but by looking at the rules, I don't really understand why the image was a violation.

The rules as I see them currently posted are:
- Male members may only post photos of ladies that the lady herself has made available in her posts on ECCIE or the publicly viewable portion of her website or another publicly available internet source.
- Male members may not take photos during their encounters and post them on ECCIE, regardless of their location on the site or state of dress of the lady.
- Additionally, photos of female members may not be posted without the lady’s permission and consent. It does not matter where these images are posted or if private tags are used. It is entirely up to the lady’s discretion as to what photos of her will be posted and they will be removed immediately at her request.
- Any photos that depict or imply sexual activity in any way are prohibited. For instance, a member cannot post a photo of two porn stars, or anyone for that matter, engaging in sexual activity and state “this is what we were doing.” “Sexual activity” includes kissing or fondling.
The image posted is of a fully clothed obviously adult woman with large breasts wearing a tight and skimpy dress imprinted with a design to resemble the R2D2 droid from Star Wars and has a caption that includes the word R2DD2, the 'DD' portion meant to refer to her large breasts. No genital areas are exposed and while her breasts are very prominent and a large amount of cleavage can be seen, it is not to extent that it would cause problems on any social media site, such as pinterest, one of the many other locations it is posted based on a reverse Google image search. Since the image is very commonly posted around the web, it doesn't appear to be of any eccie member. As mentioned, the "DD" in the caption does appear to refer to the size of her breasts, but there doesn't seem to be sexual activity implied.
My question is: what specifically about this image violated the image policy? The only one I can see from the guidelines that might apply is that the lady herself did not give permission for it to be used, but that guideline seems to imply that it's referring to female eccie members.
Questions:
Are any and all photos of full clothed adult females prohibited to post unless they are eccie members who have given their explicit permission?
If not, and non-eccie members are fully clothed but in a sexy or revealing outfit but not exposing anything that, say, couldn't be shown on TV (which wouldn't be a problem with this image), what about an image of that kind would make it prohibited?
Was the "DD" part in the caption referring to the size of the woman's breasts the reason for the violation?
Finally, the post was included as a comment on an encounter report. Does that matter? Would it still have been a violation if posted in say, Sandbox? Nothing was stated or implied to indicate that the woman in the photo was the subject of the review.
I am legitimately confused about what was wrong with the image, as when I looked at it I would not have had any qualms about posting myself it since on the surface it didn't appear to violate anything. It would be best for me to have posted a link to the image instead of just describing it but I'm not doing that because I don't want to violate the policy myself.
I'm hopeful that a clarification to the reasoning for removing this post and banning the member that posted it will help prevent myself and others from inadvertently posting something that violates the policy. Thank you.
