you could make a case farther back than 30 years. what you refer to is the fall of the USSR which essentially invalidated NATO's entire purpose. if the cold war post WWII hadn't existed neither would NATO. maybe we should have listened to General Patton and kicked Russia's ass back to Russia when we had the chance and yes that includes re-purposing the German army to do it.
Truman had the balls to order two atomic strikes on Japan to force them into surrender. he didn't have the balls to stand up to Stalin and tell him "pull back to Russia or we nuke Moscow".
Eisenhower said in the late 1940's when he was named Supreme NATO Commander that if US troops were still in Europe in 10 years the whole concept of NATO would have been a failure. he was not wrong. and yet here we are 70 years later, 30 years past the end of the very threat NATO was created for, to prevent further expansion into western Europe by the USSR.
