Clearly you're not. Statutory interpretation is certainly not your "strong suit"!

If you have a "suit" at all....

..... .other than trying disparately to be "cute" on the internet.

Now you've joined the the other clowns ... Shamless and bigtits.

When you give us something other than your OPINION on the subject, maybe you
will gain some credibility. Doubtful but possible.

I have give you the contents of SB 864 which clearly states the reduction in required hours to obtain a CHL has gone from a minimum of 10 hours to a maximum of 6. I have given you a CHL instructor's ad stating the classroom instruction and time on the range can be accomplished in 5 hours.

You have given us NOTHING other than YOUR "statutory interpretation" of what the statute states.

Give us something from a website that states that it still takes 10 hours to qualify for a CHL because your OPINION is as worthless as you are LexusLoser.

Who sounds foolish when you put it that way?
We are talking about CHL REQUIREMENTS. There is no REQUIREMENT that you practice before taking the handgun proficiency test. Would it be helpful to practice before taking the test. I would say yes. However, look at the bold text in red below.
(Source: http://www.stateoftexaschl.com/chl-shooting-test/)

Look at the requirements in the state of Texas. 3 yards from a target? 7 yards from a
target? And as stated below, most students don't even have to shoot from 15 yards since they have already qualified after firing from 3 and 7 yards..

CHL Shooting Distances

The CHL Shooting test is fired at three distances:
  • 3 yards – 20 rounds fired
  • 7 yards – 20 rounds fired
  • 15 yards – 10 rounds fired
The majority of students pass the proficiency test when they have completed shooting at 3 and 7 yards.
CHL Shooting Proficiency Test Scoring

  • 5 points – shots fired in the X, 10, 9, & 8 rings
  • 4 points – shots fired in the 7 ring
  • 3 points – shots fired outside the 7 ring but on the silhouette
  • 0 points – shots fired outside the silhouette or off the target paper
  • Shots that hit just outside the ring but break the line count as the higher score

CHL Passing Score

The Texas CHL shooting test passing score is 175 points out of 250 points or a score of 70%. The state allows for three chances to pass the shooting test.
Remember, I have had students pass the shooting proficiency test with flying colors who fired a gun for the first time ever when they took the test.
