The soviets had the bomb during Ike's presidency. That's why there was duck and cover(and the Soviets actually had an H bomb before us. Our thermonuclear "test" was a proof of concept for fusion. It wasn't something we could have dropped on someone).
but they would have gotten the bomb at some point by 1960 or so if the theft hadn't occurred.
