Yes, the sentence handed down to the Shaman was inappropriate. Anyone in the Capitol that day was breaking the law but for the most part those that were simply walking around and breaking no other laws got, at most, a slap on the wrist. On the other hand, others who committed more serious crimes that day were sentenced to up to 20 years in jail I believe.
