Actually when you look at the face of what he said, his conclusion is that if the activity becomes disclosed in the process it is no longer smuggling, because those were the facts reported in the article. The intent of the Iranians based on the reported facts was to use a series of transfers between vessels of different flags to get the illegal ROCKETS and EXPLOSIVES to Gaza.
