In 1974 they expected a massive demonstration at Leavenworth Military prison. The goal was to overwhelm the garrison and free the prisoners. The G-2, a man named Anthony Herbert, informed the command that he didn't think that the demonstration would number more than a couple of dozen malcontents. No prison break was predicted. The command ordered him to put his undercover guys on the job. So the day of the "insurrection", there were 38 people out in front of Fort Leavenworth and 16 were undercover agents.
