Pretty much. One thing to consider is that the Interstates aren't just a public works/infrastructure project, but are actually also a defense project as well (the formal name for the Interstate system is the "Dwight D. Eisenhower National System of Interstate and Defense Highways"; Eisenhower having championed the system because of his experience as a junior Army officer participating in an exercise between the World Wars in which large Army units were deployed from one coast to the other to counter a simulated invasion of one of the coasts, and the highways of the time were found to be woefully inadequate to the task).
So not only do those states want their share of that sweet, sweet Federal cash, but there are military installations and activities in Alaska and Hawaii that the Interstates there support.
