There was a demonstration at the Capitol already planned
for that day... Already permitted. Outside the Capitol.

And reports were that it was "Growing Larger"
- so President Trump asked a day or two before
for the National Guard to be there - not just
for crowd control, but for TRAFFIC control
- which would also help keep the crowd size down.

And THIS was REJECTED.
