i'm not so sure. unlike bill barr, who acted like he was trump's personal atty and fixer and actually did weaponize the DOJ to do trump's bidding (until very recently, when he finally has had enough of the Orange Clown), Merrick Garland is more like an Eagle Scout who has made it to the top law enforcement gig in the country. he does everything by the book. if he's pursuing these investigations, you can bet good money that there's not only smoke (and mirrors) there but a fire underneath as well.

that's why mueller was furious when Barr came out with his "it's a nothingburger" statement. mueller came back with his pedantic but clear assessment: "if i had determined that he had not committed a crime, i would have said so. but i declined to do so," or words to that effect. basically, he's guilty as fuck, but there's a memo in a drawer somewhere that says you shouldn't indict a sitting president.
