"The Science" coming from you is rich. No, Obama said that the possibility of Ebola making our shores was "extreme small" just weeks before it hit the shores.
Then his CDC director said that "Any hospital with isolation unit can treat an Ebola patient." What happens? Two nurses get the disease and Duncan dies.
Then the CDC waits to whisk the nurses off (which they have the resources to do) to hospitals that can effectively treat the disease without the caregivers becoming victims themselves.
From what I read yesterday, the American Embassy in Liberia is still handing out travel visa.
No, this has more more to do with "competence" than "cost/benefit" analysis.
