the industry and the market of 1920's is very different as compared to todays industry and market. the comparison is a bit weak.
will tariffs be controversial again? I don't know. the history and politics were very different.
the ones that did the protesting over tariffs in the 1800s and early 1900's were the farmers.
for one thing, there aren't very many farmers today and the farms are very mega-large.
but the article states GOP embraced free trade. that was probably after 1980.
before that, the republican party was known to be the protectionist party.
the free trade era started around in 1962 with the Democrats leading the way with free trade mantra.
The Republicans have a long history of protectionism
