Seriously, what needs to be done to bring US health care costs under control?

One of the big problems (financially) with our healthcare system is that we have millions of people (Americans and illegal aliens) that use the emergency rooms for the sniffles because private practitioners will not see them if they don't have insurance or pay up front. If hospitals did the same for patients with NON LIFE-THREATENING ailments, healthcare would be much, much cheaper.
I know of one healthcare corporation that is battling this by prescribing the newest, highest priced antibiotics and other drugs with no generics available and tough to get opiates from the docs, so when they go to get their scripts filled, they have a $400 pharmacy bill. It didn't take long until the freeloaders started avoiding their hospitals, now the ER for the most part, only has people that are truly in need of emergency care and receive a very high level of personal service since they are not bogged down with hundreds of people with a cold. Always more than one way to skin a cat.
