There are a LIMITED number of things the president can do in a federal system - and that's a good thing because we don't want dictators. A lot of the responsibilities are left in the hands of governors.

It is ludicrous to hear progressives whine that Trump isn't exercising powers he arguably does not possess after spending the last three years listening to them complain that Trump was trying to be a dictator for trying to use powers he actually does possess.

Yes, the left is now pandering on about how the governors will not follow Trump if he suggests a lifting of restrictions and Trump doesn't have the power to lift them.

Funny though, when Trump declared the Public Health Emergency back at the same time as cutting off travel from China(all the while being denigrated by the left for doing so), that was to give these governors(and local agencies) the power to act quickly regarding public health in their specific areas. I am unaware of any governor who did.
