Thats what generally happens to a lame duck. He proposes unsound legislation. He utilizes Executive Orders in excess to get around congress. A "lame duck" president is one who cannot run for re-election. Members of the House run for re-election every two years. Unless a member announces his/her retirement, they cannot be "lame duck."
