One of them was an FBI agent that had gone off the reservation and was arrested for.
You make it seen as if they were sent by the government!
Otherwise you would not know about the guy being involved, he would not have been arrested in the first place if it were a government op!

"kidnapping plot" to actually make Gov. Whitmer a sympathetic
figure in the eyes of Michigan voters.

I cannot say what his motivation was, he had already broken FBI employment rules, by starting his own security firm w/o permission. Just like in the military you have soldiers that drink the right wing kool-aid so why not an fbi agent.
I am not going to play this conspiracy game I believe they were going to do what the government alleges he/they were going to do!
They went thorough, and are in alot of trouble, basically life as they knew it is over.
Just to make someone look sympathetic.
It dosent make sense.

The 3 letter agencies use that term all of the time to describe an agent that went rogue!
And yes the reservation system was a racist system, brought about by the big land grabs.
And I don't need to tell you it means someone is out doing his own thing without authorisation, and causing trouble!

When Comanche went off the reservation, they caused a lot of trouble.
They were and still are considered the finest light calvery to have ever existed, and they were savage!
Attack plunder, rape, arson they just didn't care.
All of the other tribes were terrified of them!
They controlled the great plains for about 4 or 5 centuries, taking on all comers, first the Spanish then the Mexicans and the Americans the were the last to enter the reservation system I believe and they often left to terrorize!
They were not defeated until Sam Colts revolver combined with the Texas rangers willingness to take the fight to them, in places they had always considered safe havens!
