You got a link to what length of time the "typical parking meter user" stays in their metered spot? You don't know any more than I do how long those people are staying in those spots or what they're doing. If they're not staying long, as you claim, is the city really losing that much revenue? Is it costing you more money? No and no. You're just whining cause someone is getting something you're not.
As for it being a quick trip in and out, I'll bet it is. If you're able bodied. Your lack of empathy and self awareness on this issue is staggering.
I've got a deal for you though. I'll put up the money for you to get a double amputation and you can have all the free parking downtown you want. Howzat?
