Not answering just get's them to keep calling back, if they don't understand the language they cross the number off the list.

Use Mandarin or Portuguese
to many folks know German/Italian
Don't have a gal do the voice though, the calls will continue

I had the maid supervisor at one of the hotels do a voiceover in Mandarin on the tele we use for jobs inquiries.
A dozen jobs filled in less than a week when a place opened and they all had correct paperwork.
