You for got one possible answer doesn't matter. Probably to the larger extent of people it doesn't matter.
I can see a provider wanting to bring the cover for the reason she can make sure it is non-spermicide if she is giving cbj. She may also not trust the john because there has been issues in the past were people poked holes in covers to get women pregnant. For an escort or provider that could be a number of guys to figure out who the father is... If she chose to try.
clients may want to provide it for the same reason to make sure they don't end up having any kids they don't plan on.
As I said most probably don't care.... as long as what is needed is provided.
