Your statement is true, but does not address the issue. If there is nothing else done, those schools will be torn down--or at least repurposed--within a year after we leave.

For the uninformed, we are leaving 10,000 troops behind for an unknown amount of time. They need secure quarters and the best way to do that is to build them away from everyone.
