Who exactly do you think runs the local school districts? Typically that would be the Board of Education of whatever city/county. That Board of Education is always a division of the local city/county government. Just like the Police/Fire/Animal Control/Code Enforcement/DOT/Zoning/Community Services, and all the dozens of others, are all ran by the government. Ask any public school teacher what it says on their paycheck if you don't believe it.
You are stuck thinking at the federal level. The decisions and votes made at the weekly County Commissioners meeting will usually have much more effect on all our day-to-day lives than Washington ever will.

now remind everyone how many states have a deficit. Is Az flush enough to provide training for teachers? I know Texas isn't. In fact both Tx and Az are cutting spending on social programs as we speak. Then we get to the rightwing who will have no part for spending on education at any level, especially when their local property taxes go up to pay for a teacher to attend a class and be certified to carry and use weapons. Leave it up to the state, let the public go to the polls and just see if its a brilliant idea or a bust. I put my $$ on the latter, and I'm pro gun.
