Can the President of the United States of America order a private insurance company to issue an insurance policy to an individual irrespective if the person "qualifies" for the policy described by the President of the United States of America and then order how much the individual will pay for it?

Or is the President of the United States of America changing the legislated and administrated requirements qualifying for Medicaid and ORDERING that nonqualified people be signed up for Medicaid, and lying when he says they got "insurance coverage" effective Jan. 1st?
