Neither Kansas nor Missouri passed the drones used for LE bills introduced in 2014. Maybe someday, but not today. The FAA did regulate them, because news folks were flying them over large cities, near capitol buildings - cheaper than a helicopter for live feeds for traffic, sports events etc. Eye in the sky with your morning traffic update.
