My feeling is that the answer is yes, it's predatory. Even if there is no explicit offer of some sort of quid pro quo or overt abuse of power. The fact is that the person is still taking advantage of their position to avail themselves of an offer not just made to every random guy.
Unless she's offering to fuck me because she's genuinely attracted to me it's because she thinks I can do something for her either now or in the future. If I take her up on the offer and then fail to follow through on my portion of the implicit deal then I took advantage of the situation and my position. If I take her up on the offer and then DO follow through I'm now using my position as a form of currency and behaving less than impartially. In either case it's unethical. Even if she's genuinely attracted to me the optics are bad should others find out because it's going to look to some like an unethical scenario even if it isn't. Sometimes perception is as real as reality.
This idea of "hey fuck it, it's one of the perks of the job" is something people in positions of power made up to justify their actions and others buy into because they either aspire to those positions themselves or they just aren't being intellectually honest.
The ethical impacts vary obviously, a concert promoter giving away free product (in the form of entry tickets or backstage passes) in exchange for sexual favors is not the same as a police officer doing it...but it's unethical regardless.
The initial topic mentioned Mods. People, the ladies in particular for some reason, seem to think that mods have far more power than we do. In truth we have a very limited ability to either help or harm, we have a pretty clear-cut set of guidelines to follow ourselves and a good amount of accountability behind the scenes, but newbies don't know that. I have no doubt some mods have used that in their favor, afterall people are human. The powers that be take a VERY dim view of that behavior, and rightly so. Nothing ruins the credibility of an organization faster than corruption. The excuse of "Hey I didn't ask, she just offered and I accepted" is unlikely to hold water...

The problem is that the "powers that be" as well as the peer group that would have something to say about it often are unaware of it when a MOD has gone GOD.......
Entire communities can believe a MOD is more powerful than he is because he simply chooses to ignore the policies and do as he pleases and no one calls him on it..... Outta Sight Outta Mind right?

When things like that happen at least some of the blame then must lie at the feet of not only that mod but also his colleagues who are supposed to act as the checks and balances to prevent that sort of megalomania in the first place.
There's a reason there are multiple mods assigned to any one area. It's both to share the workload and also to prevent petty tyrants from running their own little fiefdoms. If not, then who will watch the watchers?
Sometimes, like you said, it's a lack of education of the mod in the first place on how things should be handled. Mod training is, let's just say, self directed lol...it's all there behind the scenes but if one doesn't go looking for it he may come to realize later that he hasn't been acting in accordance with the vision of the owners.
No one is above scrutiny, mods least of all. We're accountable to not only the members but to modtardville for every action we do or do not take. As we should be.
