Actually New Orleans declassified the crime from a Midemeanor to a municipal or summary offense. Prostitution has never been a felony on a first offense.
As for the legal residence issue, that would only extend to YOUR hotel while traveling. The law does allow that a person has the expectation of privacy, therefore if a police officer is called because of a complaint by someone claiming you are in YOUR hotel hooking, the police can only question you about it, but if they arrest you without ACTUAL proof, such as video,or by you admitting it, then the charge would be faulty under the right of privacy.
