Very thought provoking...for me, I think my instincts and adrenaline would take over and do whatever it is that I would do...whether it be pulling the animal away, confronting the abusers or etc...
Have we all heard about this woman who threw the cat in the trash bin?
Wackadoodledoo. Very disturbing. Kitty spent 15 hours in the trash bin. I wonder if the car driving past her noticed anything but didn't take action?

I think your son did just fine. The goal was to stop them from abusing the dog and he was successful. I most likely would have a conversation that explored what other options he had. If I had to hurt someone that was abusing a dog or cat or other animal I'd take my chance with a jury. All I'd have to have is one animal lover out of twelve, plus media pressure would forestall to aggressive an action from the DA.
LynetteMarie mentioned the woman who through a cat in the trash, here is a worse case of a rogue cop killing a dog. This is the facebook page.

If the abuser were a child, I'd walk over and ask if that's his/her pet, and why he's trying to discipline it, hoping to distract him long enough in conversation to dispel his anger. Hopefully, I can also reason with him and make him understand that he's being cruel to a creature that means him no harm, and in fact, loves him.
If the abuser were an adult, I'd take a few quick pics on my cell. Then I'd be assertive, and declare his/her abuse of animals is unacceptable. If he/she then became agressive, I'd call 311 and report it (and later email the pics in from an anonymous account).
Lastly, I'd roll up my insult sleeve and bitch slap the abuser with a few well chosen words.

The appropriateness of rock throwing aside, I think you should be proud your son has an innate desire to protect the vulnerable.
He can learn to mediate the situation differently in the future, but it's hard to teach empathy!

Edward does not wear funny hats He wears his tiara that he won at a toddler, and tiara beauty pagent held in Colma CA. Now I did notice a goofy looking shepard wearing a party hat the other day, but I do not know who that dog is

Now hold on a sec. My lil_angel/monster was in the spirit of celebrating and wore the hat in honor of the rodents mom's b-day. He understands if Edward doesn't want to join in the party. He understands Edward not wanting to wear a funny hat.
