Not exactly. Prostitution is illegal in Japan but is defined to only included ordinary intercourse, penile penetration of the vagina. Everything else is legit. This is one of the reasons that nearly all Japanese commercial sex services advertise some activity, nearly any imaginable activity, except actual intercourse. Sometimes the advertisements even state that no sexual intercourse can be provided.
It is also the reason why places like "pink salons" (where a guy can get a BJ semi-publicly = in a room full of couples engaged in fellatio) can exist without legal problems.
In practice these anti-prostitution laws (which, btw, were adopted only under considerable pressure by the occupying US/Allied military forces as the Japanese government was re-constituted following WW2) are not enforced to any meaningful extent, and FS is usually available. However, in some of the imekura shops and other specialty places it may not be...or may cost extra, at least for gaijin customers.
