But vice would use a marked unit to make a traffic stop and/or transport an arrestee, plus in that neck of "the woods" the constable's deputies don't carry who sees them ... in a marked unit ... which is actually a deterrent and can "prevent" something from happening, which saves a lot of paper work (and down time) and gets the same result.
Based on what's been posted by her ... she didn't know if the person was in custody (or detained) or not (even if he was a hobbyist) ...

Why are you posing the stupidest irrelevant pose?
She wouldn't have made it out of the lot if she were being arrested.
And even if she weren't he would have detained and harassed her.
It's paranoia, if the Constable were there for an arrest it would have been for someone not paying, unruly, or illegal substances.
More than likely just stopped to fill out paperwork, instead of dangerously sitting on the side of a road with traffic.
Or maybe just meeting an extramarital affair.
Cops have dicks too!

Side note in regards to the constable car vs. "vice".
I can't speak for all operations... but I know from having read enough alerts over the years that quite often, the arresting officer "client" shows up in a civilian car... and the marked car or cars hide back to prepare for transport. The unmarked cars are not equipped to transport so that they don't appear to be LE vehicles.
Dorfy-- even if the guy was on the up and up (and that seems a bit dubious).. you absolutely did the right thing. We've got to always trust our instincts, its sometimes all we have.

Constables have jurisdiction in their precincts, so absolutely they can make an arrest. Constable, sheriff, state trooper, all of them would be able to make an arrest in that scenario.
