Yes, but even the "upscale" hotels aren't great. There are many more nice places to live in that area than nice places to stay.
Re: Galleria traffic. Stay off Westheimer from Westcreek to SAge and you will avoid 90% of Galleria traffic. Even Post Oak is a ghost town most of the day because of the construction. I can get from my house west of the Galleria to downtown in 15 minutes except for about two different 45 minute blocks of time during the day. I just stay off 610 and that small part of Westheimer.
