You realize in DC things are complicated. Potus doesn’t hit #2 speed-dial and say, “hey nan, don here. You want me to activate 20k troops in case shit hits the fan at my rally?
The request would likely be at least 50 phone calls and 200-300 pages of paperwork with 25 stamps of approval along the way.

Your guy never offered to have any troops in place. The Pentagon says they have nothing on any request. It would have been really stupid for him to offer military protection because trouble might erupt from HIS RALLY! Therefore, Nancy and Chuck had no offer to refuse.
