Politics has very little bearing on why the Gulf States have some of the highest rates in the country.......severe weather events is the reason for texas having some of the highest rates.

Of course, Texas is #2 in the national averages of productivity as far as the economy is concerned, and had there been no oil boom in the Dakotas ... Texas would be #1. Sorry guys.
