slixa is just the latest in a long series of websites advertising escorts/companions, going back to 1994 or so on the internet and father back in print.
unless you know otherwise, all the sites that advertise on eccie are paying for those banners or expando/collapso ads [left and right margins], etc.
and if eccie advertising allows a popup option, then perhaps slixa just paid for that option, too. tho, i dont see it on the eccie advertising page.

seems to me that other sites used popups here on eccie.
sure it's an annoyance, but if it is that bad, then boycott the advertiser or eccie.
but not necessarily the woman who advertise there [unless it's their website that pops up].
now, wrt how slixa runs their business and features, they're a service provider.
they offer what they want and charge what they want.
providers are free to choose use it or not.
