President Obama announced Thursday an end to the 20-year-old "wet foot, dry foot" policy that allowed most Cuban migrants who reach U.S. soil to stay and become legal permanent residents after one year.

OK, I have clarification. My 21 year old Cuban "girlfriend" arrived in the USA a little less than a year ago. She spent her first 3 days in an immigration facility in El Paso, which she said was uncomfortable and cold. Immigration officers asked her why she had come to the USA and what would happen if she went back to Cuba. She answered truthfully, that she detested the Communist government and she would be persecuted if she returned. (Aside: She actually does hate the Castros and the Communist government with a passion and worships the U.S.A. She says we don't realize how lucky we are to be born in this country. She's going to be a productive citizen if she'll get off her ass and learn English. She was studying to be a Chemical Engineer in Cuba.)

She was issued a "comprobante", which translates as voucher, which allows her to remain in the USA.

Now, this next part is where Cubans differ from Central Americans and others. After one year and one day in the USA, she can automatically get a green card. Apparently others would have to go before a judge and make a better case that they're refugees.

So wet foot/dry foot may be out the door, but the Cubans still have a major advantage over immigrants from other countries.
