I don't look at it this way at all. How is it a scam if you offer to take a woman to dinner, and she accepts?
As with anyone else I do business with, friendships sometimes develop with providers. I don't pay my friends to eat dinner with me. And if someone's not my friend, I typically don't dine with them.
(OTOH, if you don't know a provider, and want to have dinner with her, you should certainly expect to pay her for her time.)
