There are different levels of porn. To me PSE references what a individual considers to be their level of porn. You have ratings all the way from X soft core to XXX hard core, and you can even go as hard as SNUFF or Exhiliation. Soft X could put you on the level of a decent GFE session where there was some BBBJ, LFK,DFK,DATY,and covered to completion oral or vaginal intercourse. XXX hardcore would put you in the ball park of more bareback services, anal, possibly light pain, role play, twisted fetishes etc. Then SNUFF and Exhiliation are usually only done in special underground dungons and of course risk the possibility of death. These dungons usually are the same playgrounds that support PSE BDSM activities, bondage, whipping, chains etc.

I would guess inorer for a provider and hobbiest to be on the same page when discussing PSE service to define what eachother considers porn.
