I'm a lawyer and I do a small bit of family law, but not much. You need to consult a VERY GOOD family lawyer here in the US. He will need to determine, probably in consultation with an attorney from the other country -- whether you are indeed legally married. Then, if you are, I suspect the divorce proceedings will have to occur in that country if your "wife" is not subject yo jurisdiction here in the US. Do not can't act the consulate of her country. They are obliged to help HER. You lawyer may wish to contact the US consulate or embassy in her country.

I am in contact with a family law attorney in the area. He is looking into the method of serving papers in her country which could be difficult. She does not yet know of my intention, but is aware that I am upset with her. I am very glad that I have seen into her character before I applied for a visa for her to enter the USA.

My concern with serving her papers for a US divorce is whether the US Court has personal jurisdiction over her. You might discuss that with your lawyer. I know that the rules on in personam jurisdiction are kind of quirky in family law.
