The only thing that you can be certain of is that invading Iraq again and invading Syria for the first time....and wherever else these people are holed up will only make it worse....not better. ISIS isn't part of any Government. ISIS and any other Terrorist organizations are criminals and can be defeated to the extent that their ability to organize is halted. But that can't happen when they are being funded and supplied with resources by those supposedly trying to defeat them.

No the fact that the war was won, the country turned over to the Iraq's, the military trained along with the police. All per the right, then the battalions of Iraq military and police ran dropped their weapons, ammo ,equipment, uniforms and ran like rabbits let ISIL into the country. How long do you want our troops to fight their battles for them? Go sign up as a merc and go their.

At its height it enjoyed a significant presence in the Iraqi governorates of Al Anbar, Nineveh, Kirkuk, most of Salah ad Din, parts of Babil, Diyala, and Baghdad, and claimed Baqubah as a capital city. However, violent efforts by the Islamic State of Iraq to govern its territory led to a backlash from Sunni Iraqis and other insurgent groups in around 2008, which helped propel the Awakening movement and a temporary decline in the group. In April 2013, the group changed its name to the Islamic State of Iraq and the Levant.
