It is enforced, but I imagine there are ways around it.

2 months ago I asked to have my account deleted/disabled. I needed a break. Then I was in virginia and I needed some info so I created a new id so I could look up one provider. Well guess what, they flagged it and I got an email from the admins. I was honest about it and we discussed re-enabling this account.

They are probably tracking IP or MAC address, but with a good VPN or other tricks you can get around it. Perhaps UC can enlighten us on how they track this, or maybe they say nothing so as to not give away how they track dupes.
