Why was their "inadequate security" and why wasn't "CIA assistance" provided?
The generally accepted "thought" now is that the video was no source of any "riot" and/or "demonstration" that got out of hand.
it was better for the Administration (and Hillarious) for their to be "inadequate assets' available for the "security" and "assistance" as an excuse for not providing it. There are live-videoed interviews with operatives on the ground who said they were ready to go, but were not given the order authorizing them to go immediately.
The report will "speak for itself" when completed and published, but the article itself raises a series of serious questions .... for the 2016 elections ... depending on who runs.

There is a reason the State Department is known as Foggy Bottom and in olden times the Fudge Factory. The real game here was to delay to let all the details dull and tarnish in the mists of time, letting the frenetic 24 hour news cycle chew into the next crisis, and there are plenty of them. All along, the problem was the aftermath and the fumbled narrative about who was responsible and who was to blame it all on in the heat of a presidential campaign. Most of the details of this hypocritical cover-up have already been exposed. Hillary has been bruised by her indifference and mockery of the tragedy, but not knocked out. The damage has been contained by the political machine. If Hillary runs there are sure to be ads re-living her storied arrogance. If they are skillful enough the electorate might be moved by a few points.

There was just enough staff and facilities to make it appear as an embassy. It did not have all the security arrangements of a normal embassy. Most importantly they did not have all the fire related equipment that a normal embassy would have which is why the people died of smoke inhalation.
