The States can decide any time they want to change the Constitution to allow popular vote of the President. Nothing is stopping them if it is the will of the people in a majority of States.

A "majority" will not do it. It would take 2/3s of the Senate and House to change the rule. And that won't happen because no Republican would vote for it.
